By paring management’s development and operational expertise with advanced hydroprocessing technology, the company recycles used motor oil (UMO) to produce high-quality paraffinic Group II+ base oils at its Baytown plant.
Job Summary: The Process Safety Management (PSM) Consultant is responsible for developing, implementing, and overseeing the Process Safety Management program to ensure compliance with OSHA 1910.119 and other applicable regulations at our small refinery. This role will lead efforts to identify, assess, and mitigate process safety risks, fostering a culture of safety and continuous improvement to protect employees, contractors, and the surrounding community.
Key Responsibilities:
- PSM Program Development & Implementation: - Develop, maintain, and update the refinery’s PSM program in compliance with OSHA 1910.119 and industry best practices. Ensure all PSM elements (e.g., Process Hazard Analysis, Mechanical Integrity, Management of Change, Incident Investigation) are effectively implemented and documented.
- Risk Assessment & Mitigation: - Lead Process Hazard Analyses (PHAs) using methodologies such as HAZOP, What-If, or LOPA. Identify and prioritize process safety risks and recommend corrective actions or safeguards. Monitor and verify the implementation of risk mitigation measures.
- Compliance & Auditing: - Conduct regular audits and inspections to ensure compliance with PSM regulations, company policies, and industry standards. Prepare and submit required regulatory reports and documentation. Serve as the primary point of contact for regulatory agencies during PSM-related inspections.
- Training & Culture: - Develop and deliver PSM training programs for employees, contractors, and management. Promote a strong safety culture through leadership, communication, and employee engagement initiatives. Facilitate emergency response drills and ensure preparedness for process safety incidents.
- Incident Investigation & Reporting: - Lead root cause analyses for process safety incidents or near-misses. Develop and track corrective actions to prevent recurrence. Maintain accurate records of incidents and lessons learned.
- Management of Change (MOC): - Oversee the MOC process to ensure all changes to equipment, processes, or procedures are evaluated for safety impacts. Ensure proper documentation and communication of changes across relevant teams.
- Collaboration & Leadership: - Work closely with operations, maintenance, engineering, and environmental teams to integrate PSM into daily operations. Provide technical expertise and guidance on process safety to refinery leadership and staff. Participate in capital projects to ensure process safety is considered during design and implementation.
- Continuous Improvement: - Stay updated on industry trends, regulatory changes, and best practices in process safety. Identify opportunities to enhance PSM program effectiveness and operational safety.
Qualifications:
- Education: Bachelor’s degree in Chemical Engineering, Mechanical Engineering, Safety Engineering, or a related field.
- Experience: - Minimum of 5-7 years of experience in process safety management, preferably in a refinery or petrochemical facility. Proven experience leading PHAs, MOC processes, and incident investigations.
- Certifications: - Certified Safety Professional (CSP), Certified Process Safety Professional (CCPSC), or equivalent preferred. OSHA 30-Hour General Industry certification or similar is a plus.
- Skills & Competencies: - Strong knowledge of OSHA 1910.119, EPA RMP, and other relevant regulations. Proficiency in PHA methodologies (HAZOP, LOPA, etc.) and risk assessment tools. Excellent leadership, communication, and training skills. Ability to work independently in a small refinery environment with limited resources. Strong problem-solving skills and attention to detail. Proficient in Microsoft Office and PSM-related software tools.
- Working Conditions: - Primarily based at the refinery with occasional off-site travel for training or industry events. May require working in operational areas with exposure to industrial environments (e.g., noise, heat, chemicals). Availability for on-call support during emergencies or critical incidents.
- Physical Requirements: - Ability to walk, climb stairs, and navigate industrial environments. Must be able to wear personal protective equipment (PPE), including respirators, as needed.
